The Elixir Collector is two very different things in Clash of Clans and Clash Royale. Below we will break this down for you.

Clash of Clans

This Elixir Collector can gain Elixir from an unlimited underground source (called Ley Lines) and stores it in the machine until a player collects it and moves it to their Elixir Storage. Elixir can also be lost from the Elixir Collector if an enemy player raids the village and gets to it. Tapping on the Collect icon within Clash of Clans, allows players to collect all Elixir from all of the Elixir collectors in their village.

The Elixir Collector can be leveled up 14 times within the game, which will increase it's collection speed and capacity. The Collector takes up a 3 x 3 tile space on the map, no matter how big it may get through being upgraded. If a player upgrades the Elixir Collector while Elixir is still present in the collector, that Elixir will instantly be put into the Elixir Storage, if there is room. During the time of upgrade, the collector will temporarily stop producing any Elixir.

The Elixir Collector can be boosted from level 1, using a Resource Potion, as long as you have another Elixir Collector above level 5, a Gold Mine above level 5, or a Dark Elixir Drill. A Resource Potion will double all Home Village resource collector's production rate for 24 hours. Once a player's Elixir Collector his level 5, players can temporarily boost its production using a Resource Potion or Gems. Gems will double the Collector's production for 24 hours. When you tap to boost the Elixir Collector, a clock appears for a few seconds. If a player upgrades the Elixir Collector while a boost is currently active, the boost will end, even if there is more time left on the boost or if the upgrade is later cancelled / completed within the window that the boost would have been active.

Clash Royale

In Clash Royale, Elixir Collector is a rare building type, unlocked in Rascal's Hideout Arena. This building has moderate hit points and provides the player with extra Elixir. It looks similar to the Clash of Clans Elixir building at level 5 - a vertical glass channel between two wooden seals, showcasing Elixir being pumped up through it. This card costs 6 Elixir to deploy. This card is the only passive card, as it does not spawn attacking troops or attack in any way by itself.
